What is a tax plan and why is it needed?:
   
According to STB 2073-2010, the tax plan will be implemented if there are plant life objects on construction sites located in localities.
 
Construction is often accompanied by the need to cut down objects of the plant world: trees, shrubs, lawns and flower beds. The project must reflect these events. The scope of work indicates the number of trees and shrubs to be cut down, uprooting of stumps, as well as the area of lawns and flower beds to be destroyed. A taxation plan is being developed, which indicates all the elements of the plant world that are being cut down and transplanted, and provides for compensation measures.
 
The source documentation specifies what needs to be considered when deleting vegetation items. As a rule, these are compensatory landings or payments.
 
Payments are calculated in the budget documentation in accordance with the developed regulatory guidelines for calculations of this type. Calculation and selection of compensation landings is made depending on the quality condition of the destroyed objects, their type and quantity. A factor is applied that multiplies the number of trees of the same type and condition that are cut down, which depends on the characteristics of the objects being destroyed. When transplanting a plant, compensatory planting is also required, since it can die when changing the place of cultivation and care.
 
Removed lawns and flower beds are also taken into account by compensation measures. You should know that compensation is due not only for the lawn and flower beds, but also for other grass cover.
 
The tax plan is executed by the designer and approved by the regulatory authorities ("Zelenstroy"), which are responsible for this activity. A representative of the controlling and approving agency goes to the site of the plant world objects being removed and checks the accuracy of drawings and calculations of compensation measures by the designer, which must correspond to field surveys, and then approves the project (as a rule, a seal is put on the drawing and the signature of the responsible person).
 
And only after that, the customer, having received the project documentation on hand and having completed compensation plantings or payments, can start cutting down.
 
Thus, the project client must know and anticipate the possible material costs of compensatory measures for the removal of plant life objects. If a large number of perennial adult coniferous trees of excellent quality are cut down, the coefficient for calculating compensation plantings can be equal to six. In other words, instead of one tree being removed, you will need to plant six new trees. Naturally, this will be a significant cost for the customer. And if the object is located in a sanitary protection zone, then when calculating compensation landings or payments, an additional coefficient of 2 is introduced.
